Whats new in 311

• Fixed a bug in iServer in that it was dropping a / character from an xAP packet, breaking the BSC level argument not to mentioned possibly causing other problems.
• xively will push immediately its cache, and reset its timer, if a boolean endpoint being monitored changes state.  Whether xively can handle state changes in a short period is now xively's problem and not the feeder.
