Release of build 248

Build 248 is a minor patch release to fix a couple of niggling issues

• The Graph menu option should only be shown when Pachube is enabled.
• Increase the wait time when programming the AVR RF-subsystem from 50ms to 100ms.  For future increase this variable has been parameterized into the [rf] section as eedelay.
