Might be worth trying to ssh in and have a look at some logs. The NTP sync occurs quite early in the booting process and mine usually hangs there for a few minutes if it can't find an internet connection to update the clock.
That said I'm not really sure what else to suggest other than ensuring that there is a valid internet conncection and another power cycle.
