Release of build 254

This is a hotfix release to fix a couple of issues.

	r139			254 - broadcast compatibility with iServer for joggler
	r138			twitter control prefix should be tested case insensitive
	r137			issue 22 - currentcost debug output issue
	r136			xap-serial uppercasing output bug
	r135			xap-serial: Handle escaped data for sending to serial port

Due to a broadcast compatibility problem with iServer, Joggler integration was broken.  This release fixes that issue until the iServer uses a SUBNET based broadcast.
